- Heat olive oil in a skillet over medium heat. Add the diced onion and green bell pepper, sautéing until softened, about 5 minutes.
- Add ground beef to the skillet, breaking it apart with a spatula. Season with salt and pepper, and cook until browned and no longer pink, about 7-10 minutes.
- Remove the skillet from heat and stir in half of the provolone and mozzarella cheese until melted and combined with the beef mixture.
- Preheat your oven to 400°F (200°C). On a clean surface, lay out a tortilla and place a generous portion of the beef and cheese mixture in the center.
- Roll the tortilla tightly around the filling, then place it seam-side down on a baking sheet. Repeat with the remaining tortillas.
- Sprinkle the remaining cheese over the top of the roll-ups and bake in the preheated oven for 15-20 minutes, until golden and crispy.
- Once done, remove from the oven and let cool slightly before slicing them into pieces. Garnish with chopped parsley before serving.
