- 2 Tbsp butter or oil
- Salt and black pepper, to taste
- 1/4 cup all-purpose flour (or cassava flour)

- 1 Tbsp olive oil
- 1 large onion, finely chopped
- 2 cloves garlic, minced
- 1 lb (450g) lean ground beef
- 1 medium carrot, grated or finely diced
- 1 tsp ground cumin
- 1 tsp paprika
- Salt and pepper, to taste
- 1/2 cup beef broth or water
- For Topping
- 1 cup shredded cheese (mozzarella, cheddar, gouda, etc.)
- Fresh parsley or green onion tops, chopped
